GOSHEN, Tulare County — October 28, 2026. Community Park of Goshen could become the subject of a major state grant application. On the Tulare County Board of Supervisors’ October 27, 2026 agenda, Item 20 proposed authorizing a request for up to $8.5 million in California State Parks funding for improvements at 6800 Avenue 310, Visalia, the address used in county records for the park serving Goshen.

Has Goshen received the money?

No award has been confirmed. The county’s published meeting record identifies an item to authorize submitting an application, not a state decision to fund construction. The online public-comment tracker shows the item marked completed in the meeting workflow, but that alone does not verify a final roll-call vote or an executed grant agreement. California58 will update this story on the same URL when the county issues final minutes or the state releases the award list.

Where would the money come from?

The proposed application would go to Round 5 of California’s Statewide Park Development and Community Revitalization Program, administered by California State Parks with funding from Proposition 4, the 2024 Climate Bond. State Parks says approximately $188.5 million is available statewide; the maximum request for a single project is $8.5 million. The competition is intended to improve access to parks in underserved communities.

The statewide application deadline is December 17, 2026. Even an authorized application can be rejected or funded for less than requested, and the public agenda does not prove that detailed park improvements or construction contracts have been finalized.

Why residents should follow the application

Community parks support sports, recreation, outdoor gathering and family activities. Goshen has experienced significant housing and commercial growth, according to Tulare County’s economic development reports. As the community grows, residents have a direct interest in how public facilities and recreation areas keep pace. The county has separately reported work on park restrooms, but that should not be confused with approval of the new grant proposal.

Residents can review any later county plans, public input opportunities and final grant application documents to learn which improvements are proposed and how they would affect park access.
